No 1974S RPMs listed on Charles site. Don't see any doubling on outside perimeter of mintmark.

Believe it or not that's a normal S mintmark punch. It's the structural support of the letter - the 'base' of the punch showing through there because the letter was punched into the die too deeply. It was probably a brand new punch, because these features do not typically show up so boldly.

But it's not an RPM and it's not die wear.

I thought I explained all that in my first post...it's because these features are usually not punched so well into the die, and they wear usually leaving them a little softer and less noticeable. Many S mint cents show raised areas inside the mintmark.
