Nice example! To me it looks like it's cleaned, and that's about the only downside I see to it.

Nice error. It's definitely a proof, sadly the obverse was cleaned. Had it not been this would have quite valuable. Die cap proofs are scarce as hens teeth.

Thanks GrapeCollects. It definitely could be cleaned and I'll know more once it's in hand. The seller stated they saw no indications of cleaning. If you compare the first and last photo together (same lighting and background) it looks more natural. I don't understand why someone would clean a proof either

If its truly uncleaned in hand then what you have would be quite nice. I've never heard of a capped die proof Memorial cent. But yet here it is in front of me.

Here are a couple more picts from the listing. I will definitely post picts once in-hand.

Could be interesting - once in hand post accurate photos.
I'm missing the boat on why opinions so far are leading to a proof strike?
I don't see evidence of a proof strike on the reverse - what am I missing?

Thanks nickelsearcher, All opinions are welcome here, I too wasn't seeing a proof reverse. The seller said they thought it was proof and they admit their photos don't represent this coin well. I know there are different types of proofs though and this one isn't cameo for sure. Question then is if the obverse looks like a proof how could the reverse not be? Is there something about the reverse design that tells you its not proof? like rim shape or something else?

Someone may have polished it? Maybe trying to fix the top of the head. It was an error coin. (Note the fine scratches on the obverse)

Thanks Coop, the top of the head area is a glare/shadow effect I think, not damage.
