How rare is this?—i have found a few with extra cactus over initials but never both—also picked up a 2019 w quarter pacific war type(out of 40 rolls)

Looks like a nice sized die chip. Nice find! I think it would be worth keeping. Probably not worth much if any, but it's still cool.

Nice find, I like the one over the date a lot more than the better known extra leaf on the initials, and the fact that this has both is kind of cool. Unlikely to be worth more than a couple bucks, but worth saving imo.
