1983 P Dime Off-Center And Full Bands?

I'm posting this dime on behalf of someone on a facebook group who was just sharing the fun off-center trio of moderns he got from ebay. He got a great deal no matter what, but I noticed that the dime appears to be full band, which is a pretty big deal for 1983, when the dies were in awful shape in Philadelphia. To convince him, I showed my 83P MINT SET dime, with the slicked lower end torch like most Philly dimes that year.
So am I right to be excited about this dime, for both its' unusually good strike and its' off-center strike? If so, I don't know where to advice him to send it for grading/attribution. Is it a big enough deal for PCGS or would a less prestigious TPG do? Of course it's up to him and his budget and where he would like to try selling it, but what would you do?

Nice errors, but I think the hit on the top band would disqualify this coin as Full Band. The damage cuts across a crucial point for the FB designation.

Let's see if anyone else has an opinion.

There are two different camps collecting these coins. One doesn't care, the other cares, but doesn't an error. So the error collectors don't care about the full bands. The collectors of full bands doesn't want an error. So to both camps, it doesn't matter, so no extra premium from either group.
