Hadrian Sestertius - Beautiful But Strange Lines

My first post here. A re-inspired collector who found his old penny collection from junior high and decided to plunge back in again.

What do you make of this Hadrian sestertius (AE) coin. I think the portrait is beautiful, but the strange, lined markings on the neck seem out of sorts. This is a NGC certified XF coin, but still, are the lines a normal characteristic of this kind of specimen?

It's a beautiful coin. The lines are not unique, I've read a post about this subject in the past. I can't remember which forum, but I'll search around and see if I can find it again.
