1978 1 Cent, Rim Clip Or Damage?

So I acquired a hoard of rolls today, a lot of solid dates, some mixed and some BU but not in Original rolls. I decided to pick at a couple of rolls that caught my eye and in the first roll I found a 1967 DDO, and this thing... I'm really not sure if its a legit clip or if it is just damage, but the rim itself is circular like it should be, and theres no squished metal extruding from the rim to lead me to believe it is damage.

Since I'm new to clips I was hoping someone may know what it is I am looking at.

As requested, full obverse and reverse. I also found a 1961 clip thats a tiny bit bigger than this one and comparing the two I know the 1961 is legit, but this one I'm not sure.

Tough call, without the coin in hand... I am on the fence with this one.

It was hit again after the first strike... but whether it was struck by dies (as an overlap) or something else... not sure.
