This serie is really a good challenge for grading. This one looks to be a weak strike but have circulated too. The crown is weak/worn but the field are not too bad.The 2 leafs kept most of the details too.

Do you think VF-30 would be fine considering weakness/circulation?

As has been said here many times, this series is notoriously hard to grade. Strikes are often weak. It's all about lustre. If the lustre is umimpaired it will be MS. This one looks - and looks can be deceptive - an easy VF with strong EF potential.

Surprising luster for what looks at first glance to be a high VF coin. Strike issue, I think.

I'd be surprised and disappointed if this came back from grading at anything less then EF40.

Looks like lots of lustre.
EF40 at least.
"Dipping" is not considered cleaning...

Yes it has a lot of lustre but not full. Just to complicated here's a different one. The details on the crown and the obv is better but lustre is almost gone less between letters. The field got more marks too. The general eye appeal of the 1930 is less compare to the 1923. The 1923 have more lustre and field are better. The reverse of the 1923 is better too then the 1930. Leafs are more strong on the 1923. It's the king in general who add challenge and let me think weak strike may be involve on the king. Very comfusing.
