My first thought - Machine Doubling but this is everywhere on this reverse. Thoughts? Apologies for the full coin photos but the closeups are what I am curious about anyway..

It is Machine Doubling. Push upwards (NE) on the lower devices. Affect all the devices in one direction. According to alignment on the die, they were all affected from that push right after the strike.
