Is this 1992LMC a tapered planchet?

What caused the bottom of the letters on the reverse to look like that?

The obverse looks more like a greased die.
the reverse is Strike Doubling.

The reverse shows what happens when the plating gets stretch and air can affect the zinc under the plating. You note the break down of the zinc where the plating split.
