Looks like it is a bit rusty ir discolored from being left outside for a time. But there are rolling lines present, but no premium for these. Just know what it is, is the reward.

@de, what is the weight? That should quickly answer your question about missing clad. With that said, I agree with @coop that this looks like surface staining.
