Welcome aboard psuman08! I would probably go with a grade of AG3. The reverse though looks better than the obverse. It is a sweet coin. Nice pickup.

I'm a little suspicious. That second 9 is so much stronger than the rest of the date, especially near the bottom where it should be more worn. It could be an altered 1798. Can anyone ID the dies on this coin?

If genuine, it's a 9 over 8. Details look correct on the date portion.

So a very amateur assessment on this based on looking at as many examples as I can find photos of, this looks like a 1798 Style 2 Hair that someone modified, by manipulating the 8 in the date, to look like the more valuable 1798/99 variety. So unless someone can find a marker very specific to the 98/99, I would say for grade AG/G details, damaged.

So one diagnostic I'm looking at it, while not definitive, is that on a genuine 1799 we'd expect the highest wave of the hair to be slightly right of the center of the R in liberty. In this coin, it is slightly left.

I agree with @fenton - as far as I can see the position of 'ER' with respect to the top two waves of hair is too far to the right on this example for either S-188 (overdate), or S-189 (normal date). The position of 'T' with respect to the junction of hair and forehead also does not appear correct.
