I believe this is a mule error a flying eagle on the front and five cents on the back. But I can only see it because LDS 1999 P LMC. QUESTION is does it have to be broadly stuck for it to classify a an error? It doesn't have the usual reichspfennight.

I don't think there is any chance of this being the mule error you're referring to.
