I'm no expert. In looking at a 1/2 tube full of BU 2003s, I'm seeing what you've circled on each coin. Checked a few 2004s, seeing the same.

Either it's on every one or it's such a common variety that all the ~25 mid 90s-early 2000s pennies on my desk have the same exact design element. Not sure what you think an expert opinion will add to that.

I agree with these two, just a simple part of the design. If you compare cents from the same date you should see the same thing.
