Going through a bag of 5000 WC, and have found a few odd ones. Checking in before calling it PMD. Looks like two cut, by something that left dentition on reverse. Is older since there is oxidation / blacking of the cut area.

Reverse picture makes it 100% clear to me that this was PMD, someone intentionally did this. So no, not a clipped planchet.

There is no way you could have a clip pattern from the mint:
