No sorry as the mintmarks were applied to the die by hand, their location varies a little bit. If the mintmark is actually contacting another design element, there may be a preium.

Mintmark location does vary from die-to-die because they were hand punched into the die, as pointed out before. However, this specific one, the 1975-D 5c with the mintmark nearly touching the 5 is an extreme example. This is probably the most notable and talked about non-corrected, misplaced mintmarks on US coins and would be worth a premium over face value, though the interest in this variety is fairly small. This variety is also pictured in The Official Red Book! Nice find!

 Thi's is my "way low mint mark" nickel. Value =5 cents. Value to me= priceless.
