Look at the A of STATES and You can see split serifs. There is light doubling on some of the devices but the serifs on the A will be the easiest pickup point to look for on this one. It will be tough to spot on later die stages. From your picture, I don't think you have one.

If it was on the bottom of the devices circulation wear and die wear could hide what your looking for.
