yes, die clash, but most of the original clash has worn off the die.

Nice find ,i have been finding a few of these of different years,here are the ones I have so far ;1999,2000,2001,2002,2002-D,2003,2005,2006,2007.
I know that they don't have any premium but it is a set I can put together for next to nothing .

They are neat, but as indicated above, they are common.

The clash did not 'wear' off these dies, however. They were polished off purposefully.
