What I'm seeing is called die wear. The outside of the devices are moving towards the rim. This is not a doubled die, just a later die state of the die that struck this coin. If it were a doubled die, the edge would not be granular, like on your coin. Also the area would be enlarged.

Note on this doubled die, you can see the die aging and showing the granular look on the outside edge of the face devices. Note how much the Motto is should doubling on the devices, whereas the face shows nothing on this example.

On your coin on the motto, it is showing the same look at the edge of the bust. Nothing enlarged, just showing die wear in the direction to the closest rim.
