Two things going on here:
1. This could possibly be an RPM.
2. Doubling taking place under the ear?

1. It's normal for the mintmarks to look like that for those years. Remember to look for split serifs.

2. Looks like the ear took a hit, so PMD.

SilverCents is right on the money - as I recall, there was a damaged mint mark punch that year, which resulted in many dies having the weird shaped mint mark you're seeing.

SamCoin has it correct. Mintmark punches get damaged by tapping the punches into a hardened die. It just a matter of time till the damage happens.
