Is it true that copper coins can't get a rating above 66 if I don't have the original color? Is it possible to get a score above 66 with BN color?

PCGS population reports show small numbers of brown MS67 Two Cent Pieces, Lincoln Memorial cents, Lincoln Wheat cents, Indian cents, Flying Eagle cents, Large cents, etc.
