What causes the ghosted letters on the bottom to the right of the date?

The wrapper machine went right through the N and T in the motto apparently

@jwk, when I enlarge and enhance your pic, the region to the right of the date looks damaged, but a close-up pic of this area could help us to see what you do with the coin in hand.
