It is very similar to this coin https://en.numista.com/catalogue/pieces62060.html I think the obverse may be double struck, But the reverse does not have the spade. Then again if that is the correct coin it should weight around 1.29g.

There is little hope of attribution without the weight in grams, preferably to the second decimal place. Not much of the legend is visible. On the obverse padishah and al-sultan are legible. The word following padishah is perhaps ghazi or 'alam but only the first letter is visible. The reverse inscription is the Kalima. Safavid? Mughal?

I have found a similar reverse with the following description
India - Mughal Empire
Humayun (1530-1556)
Fractional Mithqal (Badakhshan)
