@ha, when the doubling is shelf-like (as with this coin), it generally is Machine Doubling rather than a doubled die. With that said, the MD is quite strong on the mintmark.

The mint marks were punched separately from the hubbing process on quarters minted before 1990, and, while doubled dies that are also RPMs do exist, they're a rarity. Usually, if the doubling is in the same direction on both the mint mark and devices, it can be dismissed as Machine Doubling. You can also tell it's MD from the way the devices have been reduced rather than expanded by the doubling and by the flat, shelf-like appearance.

Still 90% silver at least!
