1970 US Washington Qarter Dollar Reverse Error!?

I am attaching an image(reverse side) of 1970 Washington quarter dollar coin, where the letter "R" in the word: "PLURIBU" is struked as "P".

I am requesting you to have a look to this image and let me know your opinion.

The quarter took a hit in that area and the dirt (or whatever it is on that area) leaving the undamaged part of the letter looking somewhat like a letter P. You can see in your picture that the damaged front leg of the R is still there where it should be.
