Notice that in the affected area the reeding is full and complete. Since the reeding is imparted during the striking of the coin by the ROUND collar, we know the coins was completely round at one time. Now that section bulges outward and the coin is no longer round. That tells us that something squeezed the coin in that area post strike reducing the thickness and causing the edge to bulge out
