Help With Mint Mark On 1998 Indian Rupee

Hi there from Down Under,

Am currently sorting out my Indian coins and am having trouble with the mint marks on some 1998 1 rupee coins. At first glance I assumed they were Noida but there are other markings inside the circle. Have pictured 2 coins but have others. From what I can gather Noida is just a plain circle.

The latter looks more like a weak or incomplete strike to me - if you look carefully, there are hints of detail within the circle.

@norantyki - I agree there is detail withing the circle. Problem is, the only mint mark on rupees from that date is Noida and that doesn't have any detail in the circle. Maybe it is grease or something in the die causing the marks?
