Found this 2017 dollar in my change today and assume this is just some type of bleed through ink stain but wanted to make sure. Thanks!

It's from a banker's stamp.
When they band a wad they hand stamp the band ant it always laps over onto the note.

Easily the most frequently asked question I see on this forum. I bet there are at least 3 or 4 threads related to this on just the first page of threads. A stray bank stamp.
