Might be a VLDS coin aka worn out die. Maybe a Struck Through Grease? You also posted in the wong section.

with John. We really can't determine if this is a Struck Through Grease without better right side up photos.

Sharper, higher resolution photos would help immensely. Without those, it appears we have Struck Through Grease issues. A worn reverse die--and grease--could account for what's observable on the the reverse. Worthy of a 2x2.

Note the size of the devices? They are enlarged and missing in some areas. So I feel this is a Struck Through Grease issue.
