Do all specimen coins pre 1967 have to have a cameo of varing degrees?

No they do not have to..But it is certainly more desirable!!

Specimens with cameos are scarcer and therefore command a higher premium.

Most of the cameo specimens I have seen are on the 1937's and 1964's to 1966's...
