I think it was struck on foreign planchet but maybe not is it a rpm or miss placed mint mark or? And DDO maybe?

to CCF. No RPMs after 1989. Your coin has split copper plating and the beginnings of zinc rot.

John1 is correct, 1989 was the last year that the mintmark was hand punched into the die. Starting in 1990 the were made into the die.

Mint mark split plating is not uncommon, sadly.

These are seen a lot on the Zincolns. The plating gets split during the strike and it is down hill after that for the cents:
