The second image looks like a die crack. The third image maybe Longacre doubling. The images are so to close to see for sure what we are looking at. I see an arrow, but not seeing it on the coin? But the coin is extremely worn so that would reduce the value of the coin. But it is still an Indian Head cent.
Longacre's doubling is part of the original design. The value of this coin isn't more or less because of it. As coop noted, the designer is known for doubling the letters on his coin designs.
