The images are so to close to see for sure what we are looking at. I see an arrow, but not seeing it on the coin? But the coin is extremely worn so that would reduce the value of the coin. As coop noted, the designer is known for doubling the letters on his coin designs. Here's a detail of an 1865 III¢ nickel that Longacre also designed. You can see the same type of doubling here.
