It looks like the "20" was scratched off - perhaps in hope of passing it as a mainland quarter?

Ya know I originally thought that, but have questions. It seems like a lot of time was put into this effort, all for 5 cents? Also I do not see scratch marks that would make it suspect. If it was removed, done by buffing? Unusual method. Also only 40,000 minted. Seems rarity value more important than 5 cents.

These two points both indicate to me that it was most likely done not far away from the date of issue of the coin, back when 5¢ mattered more and when nobody would have known or cared about how rare the coin was.

I assume the "targets" would have been people who were well aware that Canada had switched from 20¢ to 25¢ coins in 1870, but perhaps unaware that Newfoundland had not done likewise. The presence of a big, bold "1873" date would have been reassurance that the only possible denomination it could have been was 25¢.
