@shortz, first welcome to CCF. Second, it seems to me that this coin left the mint with both sides shiny, but then along the way one side was roughened up and now appears dull. This could have been a mechanical or chemical process. I don't think that you have a mint error here.

I'd say it's probably some sort of environmental damage.
