I found some Roosevelt dimes, obvious off set, complet stamp, but you can see the offset on the edge boarders. Is this something I should be looking for, or is this a common thing?

Notice how the edge is thick on the upper edge above the head and no edge below

These are called "mis-aligned die" strikes (MAD) rather than off-center strikes.

Note only the one side is affected. On an off center both sides are off center. On the MAD, only when the devices fall over the edge of the coin is there a premium for these:
