I Thought This Might Be PMD Til I Took A Closer Look. Opinions? (1998 D Cent)

At first glance it looks like it is damage, however the mark on the face and nose are deep and I think that there would be zinc showing if it were a scratch. I have arrows to show different points. To me it looks as if this happened at the mint. I am new at this so the opinions of those more experienced would be appreciated. Thanks.

to CCF. It is PMD and plating issues along with early stage zinc rot. Not an error and value is 1¢

I agree that STATES OF was struck lightly due to a grease-filled die, but the rest looks like circulation scratches and perhaps a bit of zinc rot settling in.
