I found this 2017-D Dime in my change and noticed it has what very much looks like a matte finish. Upon closer examination, along with comparison to a known coin with a matte finish in my collection, I'm convinced it's a matte finish. Is this possible?

Yeah, the pics aren't the best.

Sorry, your photos aren't sharp enough for us to really see the true surface of your coin. So, I'll address things in generalities.

Sometimes silver coins can look matt-like from mint luster (many times proof coins have this look). -OR- it could be your coins have some environmental damage, even slight, to remove the shininess of the original minting. Without seeing your dime in sharp detail, it's impossible to tell which of these two "matt" conditions your coin has.

to the CCF!

The proof coin that year is an 'S' mint. Yours is a business strike coin.

The "matte" is on the low parts of the surface, while the relief has a smoother finish. the contrast gives the coin a kind of reverse proof look.
