Machine doubling. Note the moved metal is altering the design there. (Kind of like pushed snow, on the area next to where the push happened) No RPMs after 1990 as the mintmark is part of the design. If the mintmark is altered on coins after 1990, then it would be a doubled die, not a RPM.
