An incuse mark on a coin 99% of the time is coin contact. Only about 1% of the time is it a error. Seeing something on something, doesn't mean it was on the die. This mark is damage. It is incuse. The brain tries to figure out what it is:

If this were actual devices, ask yourself this question: Where are the rest of the devices. The design on coin since 1908 have been on the master hub, transferred to the master die, then down to the working hub and finally on the working die:

So if mark looks like something, where is everything else? Devices are not transferred one at a time like all the pre-1908 coins where a punch added them to a die. So what your are seeing is called Pareidolia. Just damage on the coin that your brain makes you think it is something else. We get that a lot in here.
