Not too sure if anyone else has came across this but I found 5 while searching circulated 1949 rolls recently.

If you look on the bottom left of the last 9 you will see notching and 2 different tips of the tails, also you can see some remanence of doubling on the bottom of the loupe of the 9 and the inside of the tail.

Out of 8 rolls I found 5 that look identical to this and the rest looked normal without any signs of doubling.

I zoomed in on this one area, I don't know if this helps, but this really looks promising.

Unfortunately I just finished going through some of my KGVI cents, so I'll have to go back and do that again, heh coin collectors problems.

Looking again, it appears to be doubled almost dead on outwards to the West. Almost exactly towards the 9o'clock/270° position.
