Might be a 5 nummi (pantanummium) of Justinian from Antioch.

Meant Justin...Reverse shows Tyche of Antioch seated, with backwards "E" - yours is upside-down, actually. Google search: Justin Pentanummium antioch

Justin, yes. (The legend isn't long enough for Justinian.)
This type is said to exist for Justinian, but despite a lot of googling, I was unable to find a plausibly attributed example.

This type does, however, exist for the brief joint reign of Justin and Justinian, with both heads on the obverse; that is a coin that I want to acquire some day.
(It is also one of the many contenders for the title of "last pagan Roman coin".)
