Possibly a token of the Hull Steam Fishing and Ice Company, operating from Hull and Billingsgate, late 1800's UK.

The tally is quite common and not worth much I'm afraid. The countermarked numbers range from the two thousands on my specimen to well into the eleven thousands on your specimen. This suggests a lot were made.
