1990 Brazilian Telephone Token - Doubled Die?

Just received this one from ebay. Sold as a doubled die, and it looks like one to me. The doubling on the first S, the T, and the accent marks is rounded, not flat. Don't know, could be mistaken.

Token and exonumia doubled dies must be rare, because on a short coinage run, maybe only one or two dies are needed, and maybe only a single hub, or even none. I'm speculating, of course, since I know virtually nothing about exonumia.

Since the letters are incuse, I believe this may be double struck.

I think the letters are of slightly different size (and/or spacing) on the two strikes, so it probably isn't just a double strike.

I'm not 100% confident, however.
