Could be either a gas bubble or a type of die chip known as a "broken post".

I'm thinking die chip. A close-in photo (similar to 2nd image) at a slight angle might help.

to CCF. It is a die chip caused by a broken post. Kinda common that year. If you type 1983 cent die chip in the search box,upper left of page you will find a bunch of info similar to this http://goccf.com/t/308212

Would it be valuable as an error coin?
I just inherited these coins from my father. I'm not a collector but looking to sell them.

Not really. Just knowing what happened is the real advantage of finding these. You know you can move on to the next coin when you spot this again. This can happen on any closed device or digit on any design.
