00000010,it contains digit 0 and 1,it should be a binary s/n. Am I right?

Yes, serial 00000010 is a binary serial number.
Serial #10 on a $10 note.

But why PMG doesn't put Binary Serial Number on the label?

This is an older PMG holder. If I submitted it today, they would. Back then (2009) you would have had to requested it on the submission form.
