@311, first welcome to CCF. Second, that number 9 does look very odd, but I suspect that that a small hole in the copper plating at the bottom of the 9 has allowed the underlying zinc core to begin the degradation process. This can lift up the surrounding copper plating into a bubble. Please try to depress this with the tip of a wooden toothpick.

I have a handful of other possible double-die and/or mint mark errors. As a community do you guys generally prefer separate threads for each coin or throw them all in one?
