Is There A 1917 Matt 5 Cent Silver Nickel?

Please have a close look at this silver nickel.
In hand it looks like a matt coin.
The questions is this: what makes the surface look like a matt coin?
Same appearance on both sides. There are no traces of any kind of tool used.
No actual cleaning traces or hairlines.
Can anyone say with certainty what it is and how it came about?
Please, to say simply it is cleaned is not the answer.
If you say so, please say HOW and with what it was done.
I posted obv and rev, same pair together to compare and also with two different lighting settings and a
pair set as a detailed blow up

If silver, it would weigh different than if it were nickel.

weight is 1.14 gr.
if so, why would the black mark remain?
does dip stuff not remove that?

It was cleaned and has re-toned with a matte look.

I have a 1936 dollar that looks the same...

probably due to a surface defect, which is the first thing that re-tones

It was overdipped and then it retoned.
Dipping kills luster, the more you dip the more matte-like the surface.
"Dipping" is not considered cleaning...
