Looks like a struck through debris issue. Note the piece on the lower bust? Below the 'Y' on Liberty there looks like something, or it is the peeled metal from the date area?

It is starting to laminate all the way up his bust/head it is possibly a piece that has just folded over due to circulation

Well a lamination issue is scrap metal that was cold rolled onto the stock metal. Because the metal was not real hot is us just surface attached. When the coin is cut and the proto rim is added,

these will tend to loosen either before or after the strike. The upset mill loosens the lamination.
