It looks like a EMDS die state coin. Looks like the die was recently polished before your coin was struck. (Fields look refreshed) The tops of the devices look like a slight rub on them. But the devices are not enlarged, what we would be looking for on a DDO:

I would save this one also for an earlier die state coin. Most of the time they don't look as fresh as the devices so on the two 1982 cents you posted.
