The obverse says "in the reign of Emperor Nicholas II".

The reverse is something like "In memory of construction of the Ekaterinsky (Catherine) port on the Murman."

The third paragraph on this site gives a bit about the ports importance in WWl.

It is a medal commemorating the construction of the Catherine Port on Murman.
