I was thinking it was a 4 as well. I have seen where people have tried to turn a 1944 coin into a 1914, however there is no alteration—PMD I am thinking?

I'd assume PMD as well - 100+ years is plenty of time for a coin to fall into a garbage disposal or something

All those pictures and none of the important area, the bottom edge of Lincolns shoulder.
With what remains of the last digit I see the possibilities for a 2 or a 4. This is a case where overlays would be helpful.
